Lo sviluppo sarà curato da Remedy Entertainment, mentre a fare da finanziatore sarà Rockstar Games.
Il motore di gioco sarà il Northlight Engine, già visto in Quantum Break, e l’uscita è prevista su PlayStation 5, Xbox Series X|S e PC.
